Q：How to become a member of the Chunghwa Postal Electronic Stamps Mall (abbreviated as the Stamps Mall)? What kind of qualifications are required? Does it cost anything to become a member?

A membership system is practiced at the Stamps Mall, and there aren't any qualification restrictions on becoming a member. It's absolutely free. As long as you are a VISA Card or MASTER Card holder, you can qualify for the on-line registration . After the registrating you may make purchases immediately. You will need to key in your Username (ID Card number) and Password which will be saved in our system to save you the trouble of re-entering your personal information for every purchase. If you are not a member of the Stamps Mall, you can also browse our products except that you are not allowed to place an order.

Q：Can I register and make a purchase right away?

Yes, you can! Just complete the membership registration and you can start making purchases right away!

Q：How do I get a password?

You will need to use your Username and Password at the time of purchase. You will create your own password so that others, including the Stamps Mall, will not know it.You can also change your password at any time.

Q：What if I forget my password?

You can call our center during office hours or you can email us and a customer service representative will help you. Don't forget to include your e-mail address, username and phone number in your email.

Q：How do I manage my membership information ?

Should your personal information change,go to “Membership Maintenance”to update your membership file. All your information will be guarded by Taiwan's Personal Information Protection Law and by the complete safety management at the Stamps Mall. Apart from the convenience of enjoying Internet shopping, the Stamps Mall guarantees to never divulge any personal information or use it for any other purposes.

Q：Is it safe to transmit credit card information when I buy products at the Stamps Mall?

The Stamps Mall uses the SSL Safety Coding System to ensure the safety of your personal information. In other words, our system will go into its safety coding mode when any major information is keyed in by a member. A safety icon will appear at the bottom of your screen to show you that your transmitted information is being coded and cannot be intercepted by others.

You are interested in certain stamp product but you don't want to purchase right away.No problem. We provide a "Buy Next Time" function that allows you to find your favorite product in no time. This function is limited to members only, and a maximam of 50 stamp products can be stored at one time.

Make sure you print a copy of this transaction for your records. Please click "Print Order". To print, click "Print" in the pop up window. Buying stamps couldn't be more convenient or fun!

Process after order completion:

After the settlement of account verified by the bank, your order will be sent to a philately service center at the Stamps Mall for immediate processing. Your order will be ready for shipment within 3 to 6 working days.
After all are finished, the goods will be delivered on next day by registered mail to the address designated by you once your order is ready to be shipped.However, the Stamps Mall shall reserve the right to accept or decline any order.
*Taiwan area: Within 7 to 14 working days.
*Overseas areas: Within 7 to 60 working days.

Shipping Rates:

(A)Domestic Destinations:

Stamps, postal stationeries, folders: A NT$20.00 charge will be added to each shipment if the order is less than NT$300.00. Free shipping is available for orders that above NT$300.00.
2.
Stamp albums, pictorials, folios, philatelic merchandises, books: A NT$80.00 charge will be added to each shipment if the order is less than NT$500.00. Free shipping is available for orders that above NT$500.00.
3.
Personal greeting stamps: A NT$20.00 charge will be collected to each shipment.
4.
Mixed items:
- 1)
  Category 1 with Category 2: The same shipping charge as category 2.
- 2)
  Category 1 with personal greeting stamps: The same shipping charge as personal greeting stamps.
- 3)
  Category 1, Category 2 with personal greeting stamps altogether: A NT$100.00 charge will be added to each shipment if the order is less than NT$500.00. A NT$20.00 shipping charge will be added for orders that above NT$500.00.

(B)International Destinations:
Postage rates are based on weight and subject to international mail services.

Handling charge:

A NT$20.00 handling charge will be collected to each shipment.

Fees/Charges

When you purchase any products from the Stamps Mall, the costs shall include following expenses:

Local customers : Total cost of the products and transportation charges.

Foreign customers : Total cost of the products, transportation charges, remittance charge, and local customs duty charges.

Means of payment
Currently, the Stamps Mall accepts both VISA Card and MASTER Card.

Account check and payment application
The following procedures will be taken after you complete your card verification at the Stamps Mall:

The Stamps Mall will confirm the allocation of stock you are ordering.
(2)
After delivering the products to the distribution unit, a payment claim will be made to the bank. Through the card issuing organization, the voucher-accepting bank will settle the transaction amount with your card-issuing bank. Please contact your card-issuing bank for further details as the date of payment claim and the account settlement of each bank may differ .
Due to the mail-processing time, the date you are charged and receive the products may differ.

Calculation of foreign exchange rates
All products from the Stamps Mall are priced in NT dollars. When you make purchase at the Stamps Mall by credit card, the foreign exchange rates between the NT dollar and other kinds of currencies shall be converted according to the exchange rates stipulated by International Credit Card Organization on the payment application day. Bear in mind that these rates fluctuae everyday. Be advised that the International Credit Card Organization will impose additional 1% on your bill as a settlement charge. Your card- issuing bank may also claim a processing fee. For details, please contact you card-issuing bank.

Delivery Service

For domestic deliveries
Orders will be sent by registered mail and quickly delivered to your door by our mail carriers.

For overseas orders
Overseas orders will be delivered to our customers through our existing partnerships in foreign post offices.

Transportation charges for domestic delivery
Our system will automatically calculate and add on the transportation costs to you bill at the time of purchase.

Exchange or Refund Services

All merchandise purchased from Stamps Mall is 100% quality guaranteed. Please follow the following procedures to request an exchange or refund should you find any flaws or if you are not satisfied with our products.

Exchange
Return the merchandise within 7 days by registered mail to the original store your order was sent to if your merchandise has a defect or is broken. Mark your order number. The Stamps Mall will mail you a replacement order upon receiving your returned merchandise. In the mean time, please email or call us to report this problem.

Refund
You may ask for a refund if you are not satisfied with the product you have received. We will return your payment after receiving the returned product. There is no handling fee for processing refunds.

Important Notice
Exchanges or refunds must be processed within 7 days of receiving the merchandise. No exchange or refund will be accepted after this time period .Please use registered mail to ensure proper delivery.
